I understand what you are saying (as my newer sites are using bootstrap and are more responsive), but in the case of CBR there is so much there that while yes you can show/hide things as necessary depending on the viewport, it would present a bad mobile experience as you are downloading the entire desktop site and only viewing a fraction of it.
Another problem we have is that the code base was written well before bootstrap and would essentially require a complete rewrite to take advantage of all that bootstrap and other modern frameworks offer.

My suggestion (to modify the premise slightly) would be to make the website "responsive" using Bootstrap (getbootstrap.com). I am an app developer and keep coming back to the conclusion that just making a website look optimal on whatever resolution a user has is the way to go. It means you're continuing work on the product you already have instead of working on something new.

There is no intention at this time of making native apps. Because the native apps would still require an internet connection there is no benefit to them. You can bookmark the current app and (depending on device) when you save it to your screen it will look and function as a native app.
There are a few improvements we want to make to the current app (i.e. view collection, add to collection, etc), but we cannot justify the cost (thousands of dollars) to build a native app.
